Lessons From Last Winter

Though you wouldn’t believe it judging by recent weather we are now in June, however it does seem a strange time to be talking about severe winter weather, but that is exactly what we talked about at this weeks Sustainable Communities Scrutiny meeting.

Because of the disruption caused by the severe weather last year, not least the suspension of bin collections it was decided that the Council in conjunction with the Councils household waste contractor Biffa carry out a lessons learned exercise in order to try and improve the service for future years.

As part of this exercise a report was presented to the Sustainable Communities Scrutiny Committee, which I am now a member of.

In that report there was a recommendation that a trial be conducted by fitting a number of refuse vehicles with snow tyres and also that the crews be issued with addition personal protection equipment in the form of over shoe crampons. Snow chains where discounted due to the fact that they can’t be used on roads not covered in snow and it would be impractical to fit and remove them to Biffa’s large fleet on an as required basis.

Hopefully should we see a repeat of last years severe weather then with the measures taken a better level of service will result, however as always the health and safety of the general public as well as Biffa staff will take priority.

Thank You

Last night at the local elections I was delighted that the Labour Candidate Tony Smith was re-elected to serve the people of Upton Ward with a majority of 1355, which equates to 57.58% of the vote which was up on last years share which was 50.18%.

This result is a testament to the hard work carried out by the Labour Team throughout the year serving the people of Upton Ward.

We would like to thank all those who have helped with the campaign, your help really has been invaluable and above all we would like to thank all those who put their faith and trust in Tony and the Labour Party.

Labour Leader Calls for Conscience Vote on Care Homes.

Labour leader Cllr Steve Foulkes is appealing to all councillors to vote with their consciences on an amendment on the Care Homes that Labour is proposing at Wirral’s Budget Cabinet meeting on Tuesday night.

The amendment finds a way, within the current budget resources, to keep open Mapleholme, one of the five care homes scheduled for closure on March 31st, , which caters for those with learning disabilities.

It also allows the closure of the remaining four homes, Pensall, Poulton, Meadowcroft and Fernleigh, scheduled for March 31st, to be postponed for at least six months to make sure that proper alternative arrangements are in place, that service users and their families and carers have been properly consulted and that they are satisfied with any alternative arrangements. These homes provide much needed respite care and, in the case of Fernleigh, a therapeutic drop in centre for those with mental health problems.

Resources have also been found to keep the Home Assessment Reablement Team together, in the Council, as an integrated unit, with all their experience and skills, instead of splitting it up and putting part of the service out to tender in a market that may not yet have the developed skills necessary to deliver the services needed.

Cllr Steve Foulkes said:

“There has been enormous concern about the speed of change and lack of adequate consultation with those carers and service users at the sharp end of the service whose quality of life can be seriously affected by the decisions we take. Like many other councillors, I have received letters and e-mails and have heard from individuals who are personally affected.

This should not be a party political decision. This should be a matter of conscience for each member of the Council. We have been very careful not to include any politics in the resolution, and we believe it should be open to every member of the Council to vote with what they believe.

This is not a difficult decision. There are other ways of doing things. It is just a matter of slightly refocusing our priorities to make absolutely sure that the most vulnerable people on Wirral and their families do not suffer unnecessarily. Which is more important – chewing gum on our pavements or proper care for the elderly and vulnerable in our society?

It also makes good financial sense for the Council not to disrupt the very services that are designed to save money by preventing people going into permanent residential care.

All we need is ten members of the Council to add their vote to ours and we can deal with many of the problems that are causing so much distress at the moment. This should not be a matter for party whips. This should be question of individual choice.

Are there ten brave members out there who will put people before politics? Are there any Liberal Democrats out there prepared to break ranks to vote with what I know they believe? If you’re there, I am appealing to you to help us put this right.

I am appealing as well to the people of Wirral, who I know are caring people, to tell their local councillors what they want them to do at Budget Council on Tuesday. We are your representatives. If you care, pick up a phone or e-mail us to tell us what you want us to do on your behalf.”

This Tory Led Administration On Wirral Is As Transparent As Mud

Labour Councillors who had called a special Scrutiny Committee meeting of the Sustainable Communities Committee to investigate the impact of cuts on the people of Wirral were last night gagged by the Conservative Chair of the Committee and his Conservative and Liberal Democrat colleagues who refused to allow the committee to take place and moved a resolution labelling the investigation “vexatious” and adjourned it until after the Budget was set.

Speaking after the meeting, Labour Leader, Cllr Steve Foulkes, labelled this move as outrageous and a threat to the fundamental democracy of the Council.

Cllr Foulkes said:

“This is totally outrageous. Yet again we have been gagged and prevented from asking legitimate questions about how services will be affected for the people of Wirral.

There are real issues here that need to be debated before it is too late. Just what are they running scared of?

We have a Constitutional right as Scrutiny Committee members to consider and question any budget proposals. This right has again been denied to us.

In December they suspended the Council’s Constitution to prevent us scrutinising their decisions. Tonight they refused us the right to speak, even though the fact that these Special Committees could be called was one of the reasons given by the Monitoring Officer for not referring the matter to Scrutiny in December!

And I see from the agenda for Budget Cabinet on Monday that there are now proposals to change the usual procedure at Budget Council in order to prevent any amendments to the Budget being voted on first, or indeed voted on at all if the administration railroads their budget through first.

Actions speak louder than words. We have heard a lot of sweet words about openness and transparency and consultation with the public. But what they do is very different from what they say.

Hidden in the velvet glove extended to the public, it seems, is the old iron fist of dictatorship, brooking no challenge or scrutiny.

Do they not understand that their actions could make the Council’s budget unlawful?”

Footpath Reconstruction

Pavements in several parts of Arrowe Park and Upton are scheduled to be reconstructed as part of a program to upgrade the pavement and road network.

As part of the program residents who do not have vehicular access to their property will be offered the opportunity to have crossings constructed at a discounted rate, [Read more...]
